      To crease a blackhole you have to get over a certain density, that is you have to cram enough stuff into a small space.

      Now if two pulsars merged they would form a new pulsar. If that new pulsar now had enough gravity (from all that new stuff) to overcome the force* of the particles pushing away from each other then the whole thing would collapse into a blackhole!

      The key is to have enough stuff in the first place to make enough gravity.

      *the force holding pulsars up against gravity is called ‘neutron degeneracy pressure’, it might be a bit technical right now though.
